Opportunity Information: Apply for NOIP16AC00232
The "Geoarchaeology at the Osotuoy Unit - ARPO" notice is a National Park Service (NPS) public announcement that it intends to fund additional work under an existing cooperative agreement, rather than open a new competition. In other words, it is not a call for new applications. The NPS is planning to issue a Task Agreement under an already-established Master Agreement between the Department of the Interior/NPS and Indiana University (Cooperative Agreement P13AC00772), which was set up to support coordinated research and training related to National Park System resources. The specific task agreement referenced (P16AC00232) was originally funded at $24,996, and this notice explains that a modification adding $11,140 is needed to cover current project activities. The opportunity lists an award ceiling of $50,000, anticipates one award, and was posted in late May 2017 with an original closing date of May 31, 2017.
The project focus is Arkansas Post National Memorial, specifically the Menard-Hodges Mound Group within the Osotuoy Unit. The central goal is to generate baseline scientific documentation for a key cultural resource: earthen mounds and related earthworks. This baseline information is framed as necessary for the NPS to meet its responsibilities under Section 110 of the National Historic Preservation Act, which requires federal agencies to identify, evaluate, and manage historic properties under their stewardship. The information produced is intended to support both interpretation (helping the public understand the site) and resource management (helping the NPS protect and make informed decisions about the mounds).
The planned work uses a combination of geoarchaeological coring and geophysical survey to understand how the mounds were built, when they were constructed and used, and what environmental conditions may have existed during those periods. Field teams will sample the earthworks using a mechanized soil coring system (a Geoprobe DT22). Cores are expected to run from the present mound surfaces down through the mound fills and into underlying non-cultural sediments, which helps distinguish human-placed construction layers from natural ground. The notice estimates roughly 12 soil cores, each approximately 4 to 10 meters deep, to adequately sample at least Mounds A and B (with additional locations possible depending on access).
Once collected, cores will be described and interpreted using standard geoarchaeological terminology and methods. Subsamples will be taken from contexts likely to preserve chronological or environmental indicators. If viable organic materials are found in appropriate layers, those samples will be sent to laboratories for radiocarbon dating to help establish a timeline for construction and use. The notice also anticipates that sediments from mound fill contexts could be tested for fossil pollen, which can provide clues about past vegetation and local environmental conditions at or near the time the mound deposits were formed.
In addition to coring, the project includes ground-penetrating radar (GPR) survey of the mounds. The intent is to detect internal features that are not visible from the surface, such as construction stages, buried surfaces, layering patterns, or other structural elements that can clarify how the mounds were assembled and potentially how they were used. The recipient is responsible for supplying appropriate GPR equipment, collecting the data using procedures that maximize interpretability, and analyzing the results to explain the construction processes reflected in the subsurface patterns.
Deliverables are clearly defined and oriented toward long-term NPS use. The recipient must produce a final written report laying out research questions, methods, findings, results, and conclusions. Just as importantly for federal cultural resource compliance and transparency, the recipient must provide all project records to the NPS for curation, including field notes, maps, photographs, and analytical datasets. This ensures the work can be reviewed, archived, and built upon in future studies or management actions.
Roles are split between the research partner and the NPS. The recipient carries out the technical work (coring, describing and interpreting sediments, selecting and submitting samples for specialized analyses, conducting and interpreting GPR, and reporting). The NPS supports the effort by coordinating access to the site, consulting on and participating in fieldwork and data collection, and consulting on sample selection and interpretation of specialized analytical results. Overall, the notice describes a targeted, method-driven effort to strengthen the scientific foundation for managing and interpreting the Osotuoy Unit earthworks at Arkansas Post National Memorial through geoarchaeology, dating, paleoenvironmental sampling, and geophysical imaging.Apply for NOIP16AC00232
